1. INTRODUCTION
Welcome to Silver State Lottery, a charitable lottery program established and operated by Comprehensive Healing Solutions Foundation (CHS). By purchasing or receiving a ticket, or otherwise participating in the lottery or using our website, you confirm your acceptance of this Terms of Service and Privacy Policy. If you do not agree, you must discontinue participation and refrain from accessing our platform.
Key Governing Authority: All Silver State Lottery operations are conducted in accordance with NRS Chapter 462, Nevada’s legal framework for charitable lotteries and charitable games.
2. DEFINITIONS

“CHS” or “We” or “Us” refers to Comprehensive Healing Solutions Foundation, a 501(c)(3) nonprofit organization (EIN: 33-1236922).

“Charitable Lottery” (NRS 462.064) means a lottery operated by a qualified organization in compliance with NRS Chapter 462.

“Qualified Organization” (NRS 462.125) means an organization operating lawfully under recognized nonprofit status for charitable or nonprofit activities.

“Net Proceeds” (NRS 462.115) means the total money collected from the operation of a charitable lottery after subtracting the necessary direct expenses (e.g., prizes, advertising, supplies).

“Lottery” (NRS 462.105) means any scheme for distributing property or prizes by chance among persons who pay or promise to pay a valuable consideration for the opportunity to win.
3. LEGAL COMPLIANCE & REGISTRATION

Qualified Operator: CHS is certified by the IRS as a 501(c)(3) organization and is registered with the Nevada Gaming Control Board (NGCB) to operate a charitable lottery under NRS 462.150.

Local Licensing: Nothing in this TOS supersedes additional licenses or restrictions imposed by local governments (NRS 462.025). CHS complies with any county or municipal requirements as needed.

Annual Prize Threshold: Per NRS 462.140, the total value of all prizes offered by CHS for the Silver State Lottery in a single calendar year shall not exceed $500,000.

Revocable Privilege: The State of Nevada considers operating a charitable lottery a revocable privilege. CHS may have its registration revoked by the NGCB if found in noncompliance (NRS 462.150(2) and NRS 462.170).
4. ELIGIBILITY REQUIREMENTS

Age Requirement: You must be 18 years of age or older to purchase or receive a lottery ticket.

In-State Participation: Pursuant to NRS 462.180, all ticket sales must be limited to persons physically located within the State of Nevada at the time of purchase.

Prohibited Participants: Employees, officers, directors, contractors, and agents directly involved in administering or managing the lottery are prohibited from purchasing tickets or claiming prizes.
5. TICKET SALES & DISTRIBUTION

In-Person: Tickets may be sold on-site at CHS-approved charitable events or designated retail points.

Online / Mobile: Subject to approval by the NGCB, the Silver State Lottery may sell tickets online, provided geolocation confirms the buyer’s presence in Nevada (NRS 462.180(2)).

Finality of Sale:

All lottery ticket sales are final. There are no refunds, exchanges, or transfers once a purchase is completed.

Ticket Pricing & Distribution:

Pricing, ticket series, and availability are determined at CHS’s discretion.

Tickets are non-transferable and do not constitute ownership or equity in CHS.

Unlawful Sales:

Any ticket sales or transfers conducted in a manner that violates NRS Chapter 462, or occurs outside Nevada, is illegal and void (see NRS 462.250 and NRS 462.260 for penalties).

6. DRAWINGS, PRIZES & WINNER NOTIFICATION

Random Drawings:

Winners are selected by random drawing in compliance with NRS 462.105 and the standards of honesty and integrity analogous to licensed gambling games (NRS 462.160(1)(a)(10)).

Prize Details:

Monetary & Non-Monetary Prizes: Prizes may include cash, gift certificates, travel packages, etc.

Value Limit: The cumulative value of all prizes in a calendar year will not exceed $500,000.

7. USE OF PROCEEDS & COMPENSATION

Net proceeds of the Silver State Lottery must be used exclusively for charitable or nonprofit activities within Nevada (NRS 462.200(1)(b)).

Vendor Fee Limitations:

CHS shall not contract with any vendor for the operation of the lottery who charges more than 8% of gross proceeds for services (NRS 462.200(1)(a)).

Compensation Restrictions:

Regular employees of CHS do not receive any extra pay for participating in the lottery’s operation (NRS 462.190(2)).

Any compensation for services or supplies must reflect fair market value (NRS 462.190(1)).

The NGCB has the authority to request a financial report detailing operational expenses and net proceeds distribution at any time (NRS 462.200(2)).

8. PROHIBITED ACTIVITIES & PENALTIES

Unauthorized Lotteries:

Any unauthorized lottery or contrivance is strictly prohibited and punishable as a gross misdemeanor (NRS 462.250).

Illegal Ticket Sales:

Selling, transferring, or insuring lottery tickets unlawfully (e.g., out-of-state) may result in criminal penalties (NRS 462.260, 462.300).

Criminal & Civil Consequences:

Violations may lead to fines, imprisonment, and revocation of CHS’s lottery registration (NRS 462.280–462.330).

No Warranty: Silver State Lottery prizes and all associated materials are provided “as is” without warranties of any kind. CHS disclaims all implied warranties to the fullest extent permitted by law.

Indemnification: You agree to defend, indemnify, and hold harmless CHS, its officers, directors, employees, and agents from all claims or liabilities arising from your breach of these Terms or unauthorized participation.
11. DISPUTE RESOLUTION & GOVERNING LAW

Governing Law: These Terms are governed by and construed in accordance with the laws of the State of Nevada.

Venue: Any disputes shall be resolved in the state courts of Nevada, with the relevant county court having jurisdiction.
